Yeah, it's pretty cut and dried, in return for them lowering the price of the house (to get it under 124k and a different loan category) I would pay..

..some of the closing costs normally done by the seller. I got the lower price and was not charged any closing costs. The seller paid all of those.
So I got a lower price than I originally offered at, plus I didn't pay any of the closing costs.
