more runners on base = more chances to give up runs.

He has been lucky enough to avoid more damage based on his stat line. Lots of K's helps your analysis, but when he does not whiff you, he is still giving up a bunch more baserunners per 9 innings than 23 other SP with more innings pitched than Liriano.
