Not really. A pitcher's job is to stop any runners. A strikeout gives you basically a 0 EV of bases.

no, it is putting the value in the ON BASE, and not in the whiffs.

No it's not. Pitching is different from hitting. Pitchers rely on defense to get outs. Hitter rely only on themselves to hit the ball.
