I think if he can pitch at the end of the year, they should pitch him.

I'm not sure if it changes with pitchers who have already been injured, but you generally don't want a big increase in innings from one year to the next for young pitchers. So if he's healed, you let him pitch at the end of next year. Then, providing he stays healthy, you have him pitch to start the 2012 season (but probably shut down before the end of the year).
