It might not be rush back.

If he's recovered, he's recovered. If he needs more than 13 months, then he needs more. Don't rush him just to get him out there, but get him some starts if he's healthy.
It's also not entirely true that there's nothing between 13 and 18 months. There's the summer league. I'm ot sure that would be a smart move, but it's there.
