I'm assuming that you linked there for the section about General Strock's testimony before Congress, which is curious because the USACE report contradicts your post below. Other articles state that the report found that there were design defects, i.e. not taking into account soil erosion, soil strength, etc. but no negligence or malfeasance in the construction (not to mention that even despite these design defects many of the sections would have still flooded). They also mention several projects that the USACE sought to undertake to strengthen flood protection that environmental groups and local levee boards filed lawsuits to stop.
The wiki article also backs up the PM article in the section that discusses the "short piling" controversy; there were no short pilings.
And there was plenty of neglect on the part of the local levee boards whose job is to maintain the levees.
But, I guess it's easier to just say that the USACE hates black people and call it a day!
