Hmmm. I've rented so many places in so many cities, I am really not sure. I do believe there are local trends.

I *think* that when I lived in Ithaca, they gouged us for every last buck. In NYC it was all over the map ... they can't charge you for repainting the apartment because state law requires them to paint before a new tenant moves in. (I could be remembering wrong). In London we got it all back.
