Did the scratches go through to the other side (the top of the cd)? If so, you're SOL.

Otherwise, you may be able to use one of those resurfacers. Check local video stores - the one I worked in used to have one - they are better than the ones you can buy in the store for $50. They may be able to polish the scratches out for $5 or so.
