Let's just say it isn't understood in countries that don't have a tradition of free speech.

Also, you know how when you watch a news snippet set in a foreign country - Iran, India, Frabnce, wherever - and it focusses on the most outrageous thing happening there? Angry shouting people, burning effigies, etc
That is pretty much how the US is reported in the rest of the world.
