well, victoria's high because it's on the south end of Vancouver Island and it's surrounded by mountains and water.

Like Hong Kong.
Vancouver is the only other outrageously high place in the area.
Most of BC is relatively expensive, because of demand.
However, the rest of Canada has some really really cheap real estate (including some places that offer free land if you build).
