ST knows: Are DSL IPs shared by numerous people in the area?

My friend got a message from wikipedia saying she edited an article. But she didn't. The FAQ says that is possible because the IP could be shared. So either someone tapped into her wireless network (which has a password) or DSL IPs are shared?
(I remember back in the days AOL gave a different IP every time you signed in, so you could have been using an IP that was used by someone else before. They used proxies I think.)
