I have my own question about Felix in Casino Royale and Quantum

In Casino Royale, Felix stakes Bond with the deal that the CIA gets to take in LeChiffe. Bond wins, says "he's all yours," but LeChiffe ends up torturing Bond with the CIA nowhere in sight. We next see Felix (months?) later on a plane with LeChiffe's clients.
What happened? Why didn't Felix pickup LeChiffe at the casino? Did Felix just let LeChiffe go?
