I don't see a flaw in the Canadian system. The GG, I suppose, can abuse her power. But so far, she's only done what the PM has asked her to do. -- nm

In Australia, about 30 years ago, the GG dismissed the Prime Minister and asked the leader of the Opposition to form a government
