they're more a part of the bureaucracy than a part of elected government.

senate has committees and reports that have their uses, and occasionally out of those you get a valuable piece of legislation.
Mulroney passing the GST is the last time they went against the government. liberal majority in the senate - a holdover from previous government appointments - threatened to vote down the GST, so Mulroney just appointed a few more senators.
