Jack: the last time the GG (in canada) said no to the PM was 80+ years ago.

and back then the GG's power was exercised a lot more heavily (just like the monarchy's was).

the only instance I can think of where the GG could deny the PM's request is the one we just had. if Harper hadn't prorogued, and had instead lost a confidence vote in the house, he would have asked the GG to dissolve parliament and call an election. she could have said "no, there's a majority coalition willing and able to govern, you're out of luck, buddy."

I don't think she really could have said no to prorogue.
