is why would the Younger tribe use the Mediallion at that point?

It's pretty obvious that the only way the older tribe can compete is by getting those advantages. Why not play straight up until the Merge and be guaranteed the numbers? Or are they getting cocky and betting they'll have the numbers regardless?
