This probably explains it better than I could, but the mandate that is being waived (for 1 year) is to remove the cap on lifetime coverage

which is impossible in these mini-plans since the Insurance companies would just discontinue the plans if forced to do it.
Sometimes you need to make compromises and by giving the waivers they allow 1 million people to continue to have coverage while also allowing the rest of us to not worry about the lifetime caps on our insurance.
I still don't see how this is a bad thing from any angle.
