It's wildly accepted that Human Intelligence fell way behind in all areas for decades once the new spy toys became available.

The Intel Budget is one thing I think should be untouched at the minimum...although I'd love to get the numbers on what we're spending on Domestic Intel gathering as well as overall data mining. I've read that we're collecting far too much data to analyse so that it makes the collection useless and breaks our ability to analyse.
