The only thing I will say is that the allegory is explicitly stated several times by a character in the film. It's not subtle.

Whether it's ultimately successful or not can be debated, but anyone who has trouble seeing what the director was trying to do is an idiot. Several times during the movie the "director" in the movie says that the movie within the movie is about the Serbian experience of being victims. He even gives a speech about victimhood. Now whether you have to have baby-raping in your movie to make that point is another discussion completely.
