What it is ostensibly "about" is how authoritarian powers can coerce and force people into committing atrocities.

And of course the Serbian people have vast experience in this area unfortunately. And the events that happened in real life there probably match or exceed what happens in the movie. If the movie is successful at all it would be to try to make the point that if this movie angers and disgusts you, the real events that are just as bad or worse that are occurring all over the world should anger and disgust you even more.
