You're concentrating on the wrong thing. You think it's about Halloween costumes, but it's really just about sexual harrassment.

Not that women don't harrass, but they're way outnumbered by men. It doesn't matter if it's about costumes or cooking, too much is not only annoying, it's harrassment.
