No, the main issue was idiots buying a license there, then going to Reno and discovering they were in another state...also

people would want a copy of their license, the clerk would search but not find it, turns out they were married in another county or state so of couse they wouldn't have it, it turns out the fee was for the search not the copy (which is bs)
