I would guess that location and competitive pricing has more to do with it than malicious conspiracy on the dealer's part

I mean for the most part bad guys are on the pooorer end of the economic spectrum and shop for the best bargain prices (assuming they can't just steal it) and/or the convience of buying at the corner store than driving 100 miles or waiting on mail order
