I think it's partly to do with the Dems' failure to sell their messages, and partly because it's hard to believe the economy is growing when jobs

aren't coming back in a meaningful way. Most people assess whether the economy is growing by their own experiences, not by a statistic in a newspaper.
Another thing, economic growth is a generalization (much like Mexican crime statistics!). Even when there's net growth in the economy, there will still be areas in economic decline. I expect it's harder to convince someone from, say, Michigan or Ohio that the economy is back than someone from a growing economy like Texas.
