Ballots: I hate when they describe a constitutional amendment in a way that makes ZERO sense. Does this happen in every state?

You have to research in advance to understand what your voting on, and it's done intentionally to skew the voting.

Yep. I just read and re-read a Prop in Missouri like 5 times before I understood what a Yes or No vote meant. I think that's pretty universal. -- nm
