It really depends on the circumstances. The employer concern is generally that the person is using it as holdover position until something better

comes along. For some jobs having a likely temporary person hold the position can be disruptive and it can cost money if there is training involved (yes, even for the overqualified person). So it really depends. I wouldn't hire an overqualified attorney to be an associate, but I'd be fine hiring someone overqualified to be a project assistant or work in the mailroom.
