I think, if done correctly, you can achieve both. But with current Nasa management I dont think it's possible. -- nm

I guess it comes down to : I want the govt to solve finite problems and I don't see NASA solving that niche at this point.

The Hoover Dam spent real money on real results. A moon shot is a science endeavor that isn't solving any one problem.
