The Hoover Dam spent real money on real results. A moon shot is a science endeavor that isn't solving any one problem.

It might have success, it might not.
You want to stimulate economic growth via govt programs, you fix issues while putting people to work.
ie, in the 30's, building roads. in the 2010's, fixing crumbling bridges, roads etc.
If you face energy crises, pay people to solve energy crises, especially if it might help save Ford, GM & Chrysler with the output, etc etc.
