Vancouver has grown to be the 4th largest city in the state because of the peculiar tax loophole it provides.
A lot of people that live in Vancouver actually work in Oregon. They still pay OR income tax, but not OR property tax and they do all their shopping in Oregon to avoid sales tax.
If WA passed 1098, they would have to pay both states income tax which dilutes the tax breaks they move there for
