It was said to a nervous staffer just before the first debate with McCain. Tone would mean a lot.

It could be bragging it could be reassurance.
Given the context (a staffer, at a debate), it could easily be a "hey, we've worked hard, I know my lines, I feel good about our preparation, I got this."
I don't think there's an audio recording of it, so we're stuck with conforming it to the opinions we already hold of the man.
