I believe the ISS should be completed and then a base settled on the dark side of the moon

to begin as deep space observatory, finally obsoleting Hubble and then to be fully expanded into base capable of launching manned and unmanned vehicles.

At which point we should have already exhausted all means of unmanned Mars exploration, not to mention jovian moon exploration and then at that time we will be ready to land on mars.

there is no logical reason to go there prior.
