I think it's puzzling too. They're asking people who have already come out. So if you ask a 25-year-old who's out when he came out, the number has to

be under 25.
You need to *always* ask 60-year-olds when they came out. The number may well be lower today than it was 20 years ago. But comparing it to 18- to 24-year-olds seems flawed.
