Both are correct. A sentence that uses that word can have "couple" as the subject, but the subject can also be implied

(i.e. not appear in the actual sentence). The word couple is singular, so you would use "the couple is." but the sentence with the couple from Texas has an implied subject as couple "of people."
The "people" are implied, yet both "people" (plural) and "couple" (singular) can be the subject, so both can be correct.
