Were it not, a "vote" would be meaningless. So while one could still pull the exact hoax (or not-hoax), it wouldn't be as inflammatory because it wouldn't make any damn sense.

Even though people don't open it up to the public, do people ask their buddies if they should terminate pregnancies, and make their call based on peer pressure? Alllllll the time.
