... such a proposal needs to be administered fairly.
If something like that were suggested in Canada, I would also have it apply to things like high-sugar sports drinks, fruit "beverages" (in Canada, a fruit Beverage is a distinct class, separate from a fruit juice - in order to say juice, it has to meet very strict criteria), and possibly even sugar crystal drink mixes.
