So it looks like $400 gets me an Xbox 250GB + Kinect (1 game incl) or Xbox 4GB + Kinect (1 game incl) + 2 games

I think maybe the best play will be to get the 250GB Kinect with the built in game and then leave the extra games for relatives to buy or birthdays. I guess that puts us in the best spot long term.
