Without knowing the exact numbers, I suspect that is a drop in the bucket.

I also suspect it won't happen exactly as it's laid out, b/c the providers (and that's where he's cutting the billion: payment increases to the providers) are going to lose their fucking minds. And no one wants more doctors refusing to see Medicaid patients.
