The "6k" fan thing isn't a bug. Once you've achieved XXX amount of fans, you have to start playing at a higher difficulty in order to gain more.

That's why if you're smart, you never start a world tour on "hard", you drop it down to medium.

In Rock Band I, you got zero fans per performance once you hit 550,000. At least in RB 2 you can keep slowly adding them if you aren't ready for hard or expert. :)
