They deserve 21 based on population, but to keep them and Quebec "relatively" closer, Ontario was only going to get 10 new seats. (This led to the infamous "Small Man of Confederation" comment by Peter Van Loen in regards to Dalton McGuinty.)

Ontario now will have 129 seats to Quebec's 75. Look for Charest to bitch.
