If what you say is true and Gallup presented this as an "all-or-nothing" choice,
then how could they present the following data in their results?
85 percent of Republicans supported extension of tax cuts; 52 percent of Democrats did. 84 percent of Democrats supported the extension of unemployment benefits; 43 percent of Republicans felt the same
