Lobbying is a popular employment option among Congressmen, should they be voted out of office.

And, Congressmen make the laws, so making it illegal would be asking them to eliminate their own job prospects post-political career. Since the question you typed is not the headline, I'm taking it to be non-rhetorical. :-)
