From what you've said, she qualifies. Here, I just had to download a simple form from the state's website, fill it out (took one minute) and run it by my doctor's office for him to sign it. I faxed it to Boise on a Friday afternoon and believe it or not, I had 2 hangtag placards in the mail the next day, yes on a SATURDAY. Best of all, they're free.
