If it's a computer where you can use whatever browser you want, I very highly recommend Chrome.

It's constantly up to date without you needing to do anything.
It's fast
It takes up less screen with nav bars and such. More space for the pages you're browsing.
Extensions
Will throw up a warning page if you try to navigate to a page none for infecting visitors with malware.
It's fast.
You can import all your favorites from IE, no problem
No need for a Yahoo or Google toolbar. You've got a search bar in the main nav bar.
It's way more secure and stable than IE. Each tab runs in its own sandbox. If one tab crashes the rest are unaffected.
Best of all, you can install it and try it without giving up IE until you're comfortable doing so.
