When you say "blow job," does it mean the guy came? Obviously, a professional would see to it that he did (or not get paid, perhaps), but when it's just between between friends, would he call it "getting a blow job" if it didn't go all the way to orgasm? Or would it just be an attempt at a bj, or a partial bj?

(Note, I'm not asking if it's "just as good," "better than not at all," or "okay to do at least that." This is strictly a defintion question.)
