LIR: mara. It is more the necessity of having DRM. You're absolutely right that there is no Kindle DRM that supports a library model

but non-DRM ebooks (EPUB/PDF) do work on the Kindle but, for obvious reasons, libraries will not use it.

Probably not. I can't see any publisher putting out non-DRM protected books. Truthfully, I put most of the blame on Amazon. I don't see what reason

Some libraries circulate Kindles pre-loaded. We used to do that with Sony Readers. And mara, thanks for making me look! The overdrive app updated
