This screams bailout in 5-10 years.

I wish we'd just let the states go bankrupt so they can re-negotiate the terms of the pensions, but that won't happen. We'll all end up paying for some stupid decisions made by a couple of states.
Responses:
All it takes is for the employees to contribute more to their pensions.
