Visually, probably Roger Waters (The Wall), though David Bowie's Sound and Vision tour was amazing and way ahead of its time. Other categories . . .

Consistently best: Springsteen (particular favorite was the opening night of the River Tour in 1980 which was the first time I saw him)
Most fun: Maybe the Ramones in a small rec hall at UIC (maybe 300 people) in 1979).
Most surprisingly good - Springsteen's Seeger Sessions tour. I had no idea what to expect or if it would get boring. He's just too good a performer for that. Runner up, Bon Jovi (they're really good live).
Other favorites: The Who's Quadrophoenia 20th anniversary tour, Paul McCartney back in the 80's, Elton John back in the late 70's.
