Way back when I took developmental psych, we learned the fears associated with milestones in babies and toddler's development. He's at the age where faces that aren't quite human (not looking like Mommy, Daddy, daycare giver, grandparents) terrify them. D was scared of Santa, any kind of Halloween mask and even Mardi Gras type masks. Then to add to it, she'd start crying hysterically when she saw clowns, puppets, and mimes.
Most kids grow out of it by the time they're 3 or 4 (except for us clown haters) and you can help them along by exposing them to this stuff in small doses. Like you put on a Santa mask and as soon as he gets upset, take it off and show yourself. Eventually he'll get it. Just remember, it's NORMAL and if he weren't scared, something wouldn't be clicking right. :)
