No, but you can do it monthly for like 7.95. We just did a year, back when they were having a special, it was $39.95.

If you do it by the month, you can stop any time, that way if you're short on money you can save a bit, but I really do recommend doing a year. You can sign up by going to www.xbox.com, setting up your profile and then paying the fee.
