Can someone please explain this to me like I'm 5 yrs old, because I am so confused here. (Oh god, that makes me sound like Michael Scott.)

We have this thing going on at work where we can accumulate an hour of PTO for every 5 hrs OT we work within a certain time frame. By the end of this week, I will have accumulated 3 hrs OT.
I just spoke to my supervisor about using my 3 hrs on the 29th - the day Will is having his nose rebroken. I am taking the day off, unpaid. I was just told that I cannot use the hours for time off on a day I already have off, but I can use them to leave work early any other day.
There is some sort of difference, but I don't see it. It's not like I'm getting paid for the day I have off, and I want to add the PTO to that day and get 'extra'. That is an unpaid day, so any time I use is not 'extra'.
Can anyone here see the difference?
